Webcam for Skype (and others?) direct connection to HDTV?

I want to use a Logitech USB webcam to video conference on my living room HDTV (Skype, or perhaps Facebook messenger, or Zoom meetings.) I know that I can do this by connecting the webcam to a computer, and the computer to the TV's HDMI port. But I'm wondering about details...

...What's the simplest, cheapest setup? I've seen these tiny Windows 10 boxes (2gb/32gb) on Amazon for $100-$200. I've also seen a Chromebook setup recommended. Since I have a Roku box and an Apple TV (4th gen) it would be great to go through either of those - but that doesn't seem possible. What I want to avoid is a mirroring (Chromecast, Airplay) setup. Any recommendations? Has anyone used one of those mini Windows boxes? Can you actually install an app (like the Zoom or Skype client) on them. Thanks!

Response by poster: And, if you're using one of those Windows boxes, what's the acceptable bare minimum config? I've seen some with 2gb/32gb for under $100...is that too little?

Blu Ray players support USB cameras and the on board apps support Skype.

I've done exactly what you describe, though for Google Hangouts, not Skype. The computer was a 5 (maybe more) year old Toshiba laptop, connected to the internet via Wi-Fi. It's really hard to imagine a box not powerful enough for this, though I don't know the limitations on Chromebooks.
