How do I get Windows' VPN connection dialog to stay away?

I regularly connect to my school and work networks via VPN. When I am not connected, Windows' VPN connection dialog always pops up while I am surfing. I cancel the connection, but it returns at random a few minutes or a few hours later. How do I get it to go stay away until I explicitly tell it I want to connect?

Background info: I use two connections, and I have had this problem with both of them. I tried to set up OpenVPN [1] [2], but the setup was ridiculous. My computer is behind two hardware routers, the outer one of which is connected to a cable modem.

Does anyone else have this problem?

Could try going to Control Panel / Internet Options / Connections and selecting the "Never Dial a Connection" box.

Having not played with Windows' VPN client this is a stab in the dark, but you might just right-click on the connection icon and disable it when you aren't going to use it.
