What is this little piece of swag's function?

We found this thing while cleaning out the storeroom at work. It appears to be a keychain version of some functional thing, but no one knows what it's supposed to do.

This is the thing

The black parts are a soft, foamy sponge-like substance. It looks to me like it's used to clean something. The slot at the bottom with the black stuff lining it top and bottom looks like it's intended for something to pass through to be cleaned. Maybe?

Any ideas?
