Which of the European Martin Beck movies are the best?

I've read all the books but only seen the American one with Walter Matthau:

Not really what you are asking, but I can highly recommend the TV series. Seasons 5 and 6 in particular have some very amusingly enigmatic interactions between Martin and Gunvald. Martin's relationship with his daughter is also very interesting to watch and very well portrayed. Grannen is wonderfully eccentric and good value too.

The only real answer is the TV series/miniseries/movies mentioned above.
IMDB treats them as a series but that's really only the last two years, otherwise it's more standalone films, often released a few after eachother.
