Free/low cost online solution for file sharing and discussion forums?

My research has left me confused. I want to provide a simple online place/forum for participants in my adult education programs to share files and discussions.

Features I am looking for are:
1) Any user can share files with others
2) Any user can initiate and participate in discussion forums
3) I can control who can use the place/forum
4) Free or low cost (I am happy to spend money on this if required)
5) Preferable that it is one-click or very intuitive for me and my participants to use
6) I can have a few program groups with their own section running at the same time e.g. Program A have their own files and discussions concurrently, but separately to Program B.

I have looked at learning management systems (LMS) which seem like overkill for my needs.
But maybe I am wrong? All my research has just left me confused.

Depending on whether or not a threaded format is required for discussions, Slack might meet your needs.

Another vote for Slack. Was pleasantly surprised how quickly and easily even non-computer savvy people in our group were up and running and sharing files.

Slack and HipChat basically feel like chat rooms to me. I have to use it for work and I don't understand why we've replaced email with chatrooms, but shrug. You could try Yammer, which is like Facebook for business, essentially. You can share files but have separate groups for different discussions, and it operates basically like Facebook with stuff people posted and replied to, etc.

I help run an adult education class and Slack has worked well for us. Our channels are divided into segments like Lesson Practicals, Personal Study, Resources etc. Each cohort has their own channels, and eventually we'll have an alumni channel too.
