Who wrote this white paper?

How do I find out the actual author(s) behind the White House white paper: Housing Development Tool Kit September 2016.

This piece on Medium promoting the toolkit was authored by Cecilia Muñoz, Assistant to the President and Director of the Domestic Policy Council and Luke Tate, Special Assistant to the President for Economic Mobility. From this I take the implication that someone on one of their staffs was involved or at least invested.

I don't know very much about the White House specifically, but based on my experience with topically-similar materials from HUD-- at that agency the legwork of a publication like this would heavily involve nonprofits with whom they have a technical assistance relationship.

Luke Tate and the White House Domestic Policy Council almost certainly took the lead on writing this, probably with input from HUD and various other stakeholders.
