Batmobile? What is this thing?

I passed this strange looking vehicle on I-94 E near Osseo, Wisconsin. Was it a mirage or does someone recognize it? Photo 1 Photo 2

It's a kit car called the Extra Terrestrial Vehicle or ETV. I only know because I saw a picture elsewhere of one from New Jersey just a few days ago!
