Name the 1980s arcade game: top-down running / driving / shooting game

This should be an easy one. I'm trying to remember the name of this game I played around 1989 or so.

Top-down, scrolling game. You start off driving a car, but if the car catches fire you can bail out and continue on foot. Both the car and the pedestrian can shoot. Enemies are other cars and soldiers.

Early Grand Theft Auto was top-down and sounds like what you're describing but cops, not soldiers.

Sounds a bit like Front Line from 1982 -- though tanks not cars, and while you didn't start with one, you spent a lot of time in one.

Response by poster: Nope, none of those. Some more details: Arcade game, not console or PC. Graphics used smallish sprites. Mainly scrolled vertically, but also scrolled horizontally to a degree I think. Button 1 was for shooting, button 2 was to bail (when driving) or roll (when running). Pedestrian's bullets have shorter range than car's. After running for a while, a new car would be delivered for you to climb into.

I think it was from a major company, my guess would be Taito.

I was thinking of Spy Hunter but you never got out of the car.

Do you remember the main controls? Was it a steering wheel, joystick, or spinner?
