How difficult, as someone who basically can't code at all, to find an emu for a Capcom marvel fighting game and then to switch out the images of the characters, backgrounds, and special fighting moves to something RADICALLY different? Imagine a hacked version that has Captain America versus Black Panther (as the only pickable characters) and special moves that include the cointelpro stomp and the free breakfast program blast. (Obviously, I am not trying to make money off this; I want to make something awesome for my kids.). What's the couch to 5k for this?

It'd be much more simplistic dynamics than a full-on Capcpm game, but grabbing one of PyGame fighting games and changing out the assets would give you an idea of what the entire project might involve, probably be a good start, and might even be sufficient for your purposes.

There's a fighting game engine called M.U.G.E.N. that is insanely moddable. The community has created an enormous number of characters for the engine. Captain America and Black Panter appear to be already available, but they might not have the specific moves you're looking for.

I'm not particularly familiar with M.U.G.E.N., but there appear to be numerous tutorials for creating new characters.

I'm not sure if the actual M.U.G.E.N. software is still available for download. Some casual searching only turns up a few unofficial, sketchy looking download sites. Maybe you can find a legit place to download it from with some effort.

I've not personally worked with it before, but seconding M.U.G.E.N. as the first thing that jumped to mind for this project.
