Excel to HTML Converter

I have a work order built in excel that I want my database to auto-populate some fields instead of my QEs doing it manually. I've found an add on to do this, but if I want to make the new form look at all like the old form I have to do it in HTML. Is there a good converter for this?

I know I can just save as HTML but Microsoft's code is so packed with junk it's hard to even tell what I'm looking at to put my fields into.
Failing that recs for a hopefully free WYSIWYG editor would help. It's been ages since I've done any HTML coding.

I've used this before:

Build HTML web pages from Excel worksheets including formatting

It works pretty well for simple pages, includes formatting and colour, etc. If you have a complex form with text boxes and so on, I doubt it can include those though.
