How to get out of the AdSense infinite loop?

I tried to finish setting up AdSense monetization on my YouTube account after having tried to set it up a few years ago and giving up when I never heard back from YouTube . . .now:
I get this when I try to sign in: "An AdSense account does not exist for this login, as it is associated with an unapproved application. For more information about your application, please review the message we sent to the email address you provided with your application."
There is no message, and no apparent way forward. Has anyone here ever dealt with this successfully? Any ideas? Thank you!

Response by poster: Yep, the YT analytics part is working, but without access to my AdSense account, I can't get paid....
