Are there any software apps that have cool Hollywood-style/Futuristic UI natively built in? Email Clients, Desktop themes, Instant Messengers with fancy "Message is being encrypted" dialogs etc?

Cheesy? Yes. Stupid?Absolutely. Nothing related to function? Sure. But it would be fun to experiment and see. Of course, I am talking about Modern UI and not the ones from "Sleepless in Seattle"!

Example: the video feed screen from The Bourne Ultimatum

I have tried Rainmeter, but it does not change the apps themselves, only the desktop. I use Windows 7, so apps for that would be ideal.

Such interfaces are very commonly made just for the movies they appear in.

Not really an app, but this is a real-time map of global cyper attacks that have been detected.

It's not a visual UI, but my Android phone can now be woken up by voice as long as it's plugged in, and the voice recognition has gotten pretty impressive. So, for example, if my phone is plugged in in the car I can say something like, "OK google, remind me to call my dad when I get home," or, "OK Google, what's the weather like in Chicago right now?" That's pretty futuristic.

I'm not sure anything like, say, dex-ui: A science fiction desktop running on Linux exists for Windows 7. If it does, the place to start would probably be with alternative shells and their theming communities. LiteStep (among others) is compatible with Windows 7. Development is stalled but there are tons of [possibly NSFW] themes of varying quality. Definitely more than a few going for a sci-fi vibe. It's easier to learn linux though than deal with replacing the shell in Windows!
