Help me navigate the sea of available Purchase Order apps

Looking for a simple (cheapish) purchase order app to verify employee purchases and notate what job it is for.

I’m currently downgrading my accounting system to Quickbooks Online Plus so I can take advantage of all the mobile applications available for my business. One of the things that I am now missing is a proper purchase order system. I can’t use the one in QBO because I need it for more users than QBO allows and also because holy crap, who wants to give their employees access to all their financial data/check writing, etc? Anyway, I don’t need a purchase order system with all the bells and whistles like a lot of the apps have because they are expensive for the 25 or so users I need and they don’t make sense for what I want to track. I’m not tying this to any inventory; I just want a simple system that will capture these things: PO#, Employee making the purchase, the vendor name, date of purchase, the materials purchased (in description format), a price quoted if given by the vendor, and the job that the materials are for. I can live with a standalone system that my bookkeeper can look at to verify the purchases that the employees make and where I can go to look at a cost comparison between materials purchased and the price of the job as an occasional check. This would need to be available as an iPhone app, with a web login available for my bookkeeper. It seems like such a simple request, but finding something basic like that is proving difficult.
