UK urban energy conservation case study?

In a recent interview on Sky TV, a Greenpeace campaigner cited a UK town (or district) effectively unplugging itself from the national grid power distribution system, using local power generation, and reducing its power consumption by 75% (if I recall). Do you know where he was talking about?

Response by poster: Yes! Woking it was. I agree the article doesn't sound dramatic, but I don't see a figure quoted for reduction in energy consumption. Have you another source?
