Converting MOV to animated GIF

How can I convert a Quicktime MOV file to an animated GIF on Windows XP?

I have a 60MB quicktime MOV file (essentially a loop of digital art) that I need to shrink to thumbnail size (say 120px by 120px) and convert to an animated gif. Filesize is crucial, and I'll sacrifice some quality for a lower filesize.

Any recommendations of software that will handle this? I have a beefy enough machine, don't mind spending a little cash but want something that will give me plenty of "tweakability" as to the output. Windows software only.
