What is this wrist-fixing rig?

What is this apparently medical device? My sense is that it's a rig for some sort of carpal tunnel surgery, but Google is not helping. The image is from John Carrera's excellent Pictorial Webster's.
It would predate carpal tunnel surgery; my guess is that it's a frame to keep a painter's hand steady.
