How to get CMD-` to behave?

Mac Photoshop - how can I make my ` key 'select all channels' rather than 'select a different window'?

I have two Macs, both running OS X 10.3.9 and Photoshop 7. On one of them, I can always press CMD-` to select all the channels (which is useful as I spend all day pasting different pictures into the R,G and B channels). On the other, it sometimes does that, but more often does the standard system behaviour of rotating focus between open documents (if I hold it down for >1 second, I can select all the channels of the document I don't want to work on, which is not helpful to me.)
I don't understand why my two computers behave differently - has anyone successfully troubleshot this issue?

Response by poster: I should have been more articulate in the question: CMD-` is the default Photoshop shortcut for 'select all channels'; it is also the OS X system-wide shortcut for 'cycle through open windows'. I want to make both of my Macs resolve this conflict in the way I like - Photoshop overrides system - rather than both things happening when I press it.

It sounds like on machine has slightly different keyboard shortcuts or handles window focus differently. Open System Prefs and click Keyboard & Mouse. Select the Shortcuts tab. Check if the (numerous) settings are identical.

If you can live without the system CMD-` shortcut, it can be disabled. Look under Keyboard Navigation in the Shortcuts tab. Photoshop will still see CMD-` but OS X will not.

Response by poster: Well this is off the front page now so I'm not expecting any more answers to come in. I left the Mac that wasn't doing what I wanted overnight, and now CMD-` has stopped cycling through windows in Photoshop (still does it in other apps) and just does what I want. Freaky. I expect there is no answer.
