Ecuador prepaid SIM with data plan

I may need to buy a SIM for use in Vilcabamba, Ecuador. I don't need voice, only data. Movistar and Claro have similar pricing so my questions are: a) which has better coverage in that region; and b) can I buy the card and data plan at the Quito airport?

I've never been to Ecuador but the International Prepaid Data SIM card Wikia entry for Ecuador might be a good place to start. The entry there indicates that only Ecuadorean citizens can buy SIM cards - this might be a small issue (if you're visiting friends or family) or a big one.

Response by poster: Claro seems to be the preferred carrier down here, but I decided to rough it and rely on hotel wireless and the kindness of strangers. It worked out well.
