Protocol for raffles

I work at a small music school where we hold raffles at fairs for a big giveaway. We pick the winner fairly and proceed to contact others who participated by offering a free lesson. I'd like to contact non winners only after the winner has claimed their prize but it was suggested to contact everyone regardless if the winner claims prize. What's the best protocol when dealing with raffle giveaways?

What difference does it make? Seriously, how would the winner and non-winners ever know the difference?

Best answer: It depends on what your protocol for unclaimed prizes is. Contact the winner first, then the contingent winner (if necessary) then contact non-winners.

Check with your state raffle licensing board to see if there are any reporting requirements associated with using raffle ticket purchases as a mailing list.
