How to make a call that originates in different province?

I would like to make a call that appears to originate in Halifax. I'm in BC.

So I need to call Service Canada. Their hours are 8:30 a.m. to 4:30 p.m local time through some magic of the telephone system. The difficulty is that I work 6:30AM to 5:00pm and do not have access to a phone during that time. So I'd like to make a call that appears to originate in Halifax which being four hours ahead would let me wait on hold for an hour, talk to a rep for 10 minutes, and still leave for work at 6:00 AM.

I have an internet connected computer that I have successfully Skyped from. I also have a Telus locked Moto G that takes SIM cards if getting a new SIM (via mail) could somehow solve this problem.

Response by poster: The number is Toll Free so I think they are using ANI and not CallerID for the call routing. I'll just try blocking my Caller Id tomorrow morning and see if that makes any difference.
