Best Platform / Ideas on Crowdsourcing for Exam Questions?

I have been tasked with coming up with a recommendation for a process to crowdsource questions for exams published by my company. These exams measure knowledge of various products and are specific to job role. For example, there will be one to three exams for Product X that correspond to the job roles of layman, mid-level user, and advanced user.

Currently we have a laborious process where we try to make use of internal subject matter expertise throughout the entire test development process, but it can be a real challenge to keep multiple SMEs engaged for the length of time required to build an exam.

So, we are considering a crowdsourcing option where individuals could bypass the rest of the exam development process and get right to the task of writing questions. Even if they weren't immediately useful, my team could determine the useful content and rework the questions - the goal is really just to add more content to the mix because our current process is so very time consuming and our participant pool is limited.

Do you have any thoughts on the best platform that would allow for individuals to view a document displaying the content areas for each exam and then submit a question corresponding to one of those areas? We'd want to control access and/or be able to confirm the identity of contributors, but ideally without a huge administrative lift. We do have a web-based platform we use for item writing, but it requires establishment of user accounts from our end, and I'd prefer to lighten the load or automate access as much as possible, without just making this something that was open to all.

I'm not clear on who comprises the crowd or what motivates a member of the crowd to participate.

However, I think a regular bulletin board could work, not that different from AskMetaFilter. You could have separate forums for each product. Moderators could post prompt questions, like "what questions did you have as a new user of proximity sensor on the G2300S?"
