How can I switch between two game controllers?

I have a fairly ordinary Windows 7 PC. I have two USB game controllers: a wired 360 controller, and a Logitech F710. For some games I prefer the 360 pad, for others the Logitech. This is kind of a pain because many games will only allow me to use the primary controller; i.e. the one that was plugged in first.
What I currently have to do is plug the controllers in in the order I wish to use them: the 360 pad in first and then the Logitech, if I want to play a game with the 360 pad. If I want to play a game with the Logitech I have to unplug both pads, and then plug the Logitech back in first. For most purposes I don't bother plugging in the second pad at all and just swap which pad is plugged in, depending.
What I would like to do: run an app or hit a setting that switches the current primary controller, without having to unplug anything. So I could switch from Shadow of Mordor (360 controller) to Dark Souls 2 (Logitech) without having to muck around unplugging and replugging my pads.
The only standard Windows option I could find, under the Advanced button in Set Up USB Game Controllers, says that it is intended for "older games" and doesn't work for modern games.

Response by poster: Well mostly I'd rather not constantly be plugging and unplugging things!

How techy are you feeling? I imagine some creative use of devcon.exe with a couple of batch files would do what you want.
