What is the best book on the history of sending mail, news, orders and other information by ship?

Hmm, tricky. What you really want is a cross between
(a part of which might help you) and
Looking for a Ship
. There's also some good stuff in the histories on New York City newspapers; they talk a lot about the boats and transatlantic news. There was basically an arms race for better and faster boats to get news off the ships coming in from Europe.
