What kind of Instagram app produces this effect and is an iPhone required?

What kind of Instagram app produces this effect and is an iPhone required?

Namely: the very light, pastel, filter and the lack of forced square cropping with the white or grey border on either the top and bottom sides or left and right sides.

Can any android phone do this? I am so out of the Instagram loop. This is embarrassing.

I use instagram way too much. I have multiple apps that I run things through to get similar effects. My favorite is VSCOcam, which is available for Android. I then save the filtered version and use another app that adds a border creating the square effect (I do that after to maintain the white edges regardless of filters). It looks like then a white filter with a vignetting effect was applied after that.

One way to find out would be to ask her yourself via Instagram or Twitter (not 100% positive that's the same person, though the profile photos look similar and both people indicate they are in Texas.)

Without asking her, there's really no telling how that photo turned out the way it did because there are so many ways to manipulate images, either in-camera or by post-production.

I think this is less of a "border" (as you say) and maybe InstaSize, which fills out your picture to square, so you can post your whole rectangular picture without cropping it. It's looks like it's available for Android and iPhone. Here's a list of some more apps that do more or less the same thing.
