Best answer: A variety of harlequin glorybower (Clerodendrum trichotomum), I think.

Thanks for asking this; I've been wondering what these small trees are for years! They smell absolutely delicious when bloom.

They send up runners, though, so beware if you plant one.

I've got one in my yard, and I prefer to call it a Dr. Seuss tree!
