How can I block someone who already blocked me on Instagram?

I really need to block someone on Instagram. This person headed this off by blocking me first, which I am told means they can still look through all the pictures I post. I need for them to not be able to do this. I can't search usernames to block them because their username doesn't exist anymore for people they have blocked (like me), but I need to block them, and this functionality of "can't block anyone who blocked you" seems kind of dangerous. I must be mistaken?

Is your account set as private? If so, you have to give them permission to follow in order to see your pictures, so they should show up in "followers".

If your account isn't private, then trying to block them is futile; they can just sign up for new accounts or even browse without being logged in.
