Sci-fi/mecha shareware RPG game, but I cannot remember the name or URL

There is a shareware sci-fi/mecha RPG game that a previous room-mate introduced me to. I don't remember the name of the game, but it was shareware, PC/Windows, and very extensive. I have no idea how to get ahold of the person whom introduced me to the game, hence I'm at a loss of how to find it again.
The game allowed you to develop robots with artificial intelligence, build mecha, and all kinds of crazy things. It was almost Mechwarrior meets Fallout. It was all coded by the developer, whom spent years developing the game's dynamics and code base. Last time I played this was 6 years ago, so it was released before 2007.
