What is this possibly-German film about the ethics of organ transplants?

It came out quite recently--at least within the last five years--and explores the social dynamics of organ transplantation in a world where rich white people harvest organs from black donors in order to live longer. I don't recall much about it, save for it may have been from some country in the EU.

Are you sure it's a movie? I seem to recall something similar, one episode of a series set in Sweden, filmed for TV (in English), starring Kenneth Branagh and based on Henning Mankel's books.
