Why won't my data network connect on my new used android here in China?

I use china mobile, and bought a Note II n7100 on taobao. It works great, I can make calls, send and receive texts, I can connect and use wifi, but I can't use my cell phone company's data network to connect to the internet for web surfing, and app usage while i'm out..

it says
"you have lost data connectivity because you left your home network with data roaming turned off"

it seems to think i'm roaming, (which i'm not) and even if so, it has "connect to data services when roaming" turned on.

I'd like to fix this problem and connect to my data network, cmnet, china mobile cmcc

If your phone was previously using data on another carrier, the APN settings may need to be changed. I've never done this on an android, but there are many, many guides available. If that turns out to be your problem, it's a pretty easy fix. Try searching for "APN android", find the proper settings for China mobile. Hope that helps.
