identify this pic

Can anyone identify where and when this picture is from, and maybe some background info?

Some of us have been thinking that it's from the 2004 Presidential Inaugural, in January, Washington DC, but no one knows for sure.

Looks like it was an Inauguration Protest in D.C.

These guys reference the poster in their January 20, 2005 entry, and this is an entry bartcop.com about the poster and the protest.

I've definately seen that guy around DC.

I may have seen him at the the inaugural, or the Jan 6 electoral college protest ... or the (relatively recent) "Conyers delivers DSM petition" rally (but since it's referenced on 1/20, I guess that's out).
