Are there other services like Dwolla that allow charging of a "facilitator fee"?

Specifically I am interested in one that processes credit cards, but allows a fee to be added on for developers. Stripe has said they are planning it, but I don't know when, if ever, that would arrive.

Best answer: Yes-- Amazon Flexible Payments' marketplace solution allows this. You can add a fee based on the amount the buyer is sending to the seller.
