Waterproof shoes...sweaty feet.
I recently bought a pair of Bogs Charlot Gum Rubber boots so I could stomp around during the rain, as they are completely waterproof. It's all rubber up to the ankle. They are also, unfortunately, completely unbreathable.
I've tried wool socks and baking soda on my toes, but my feet still sweat like crazy. What else can I do to stop it raining inside my shoes?

Yeah, breathable is key. I'd ditch the rubber boots and go with a Gore-Tex boot with a gusseted tongue. As long as the water level stays below the top of the boot (and you keep your trouser legs outside the boot so water doesn't run down your leg and get in that way) you should be golden.
I did an 800-mile hike in a pair of these and tromped through streams, puddles and the like with nary an issue.
Also, it sounds like you might have hot feet. Once you decide to go breathable, you might want to consider something with lots of nylon on the outside for good airflow. For winter, you can double up on the socks or get a more insulated boot.

Go with Bogs classic high/tall if you want great coverage without sweaty feet. I owned a pair of classic mid-height for years and my feet were very happy. Bogs are some of the few rainboots that will also keep you feet warm. I wear my classic talls when I am not in my XtraTUFs and stay in them almost every day in the winter.

I know in the UK, where they wear wellington boots a lot you can get "welly" liners. They are a sock that goes all the way up and folds over the top of the boot so the whole boot is lined. They are made out of a fluffy fleece like fabric, they make the shoes nice and cosy and soak up a lot of moisture.
A quick google search for boot liner turned up a something similar at Target.
