noise regulation fail stories needed!

Is there a place (or places) on the internet where people post either 1) their complaints towards noise problems that local noise regulations somehow could not mitigate or 2) their experiences of, say, calling 311 only to find the noise stopped by the time a police responds? Mainly, I am looking for real people rants (letters, stories, etc) that are already in public, that demonstrates the limits to existing noise regulation systems.

I am thinking all those times when the car alarm goes off, but by the time 311 sends someone out the alarm stopped. Then it goes off again as soon as the 311 person left. Or when your neighbor is playing the violin at 3am but just a little under the decibel level that qualifies it as noise.

I'm writing a paper about this, but am not allowed to do interviews. I can use whatever that's already in public, though, so internet rants, blog posts, forums, newspaper clips...

But I don't know what keywords to use to turn these up!

Best answer: Noise-off is a US-based international group that would have some of what you're looking for. They also had a yahoo group (not currently active but still there) with a big archive of discussions. Here's a Canadian group with similar concerns.
