Where do lots of younger people around Silicon Valley go to walk/run/play with their dogs? Anywhere between Redwood City-ish down to Santa Cruz would be great! (By younger people I mean 20's to early 30's or so)

Fort Funston, though that's really in SF. Pulgas Ridge is a lovely place that we took out dog once when we were down in the vicinity. Really very nice, a large off-leash area. I don't know if there is really a young-old divide anywhere.

Here's a list of Mid-Peninsula Open Spaces that allow dogs.

There's also a dog park just outside Shoreline Park in Mountain View at the end of Shoreline Blvd. (No dogs allowed inside the park, unfortunately).

Its beach on the west side of Santa Cruz (next to the Lighthouse and Steamer Lane) allows dogs off-leash from sunrise to 10 a.m. and from 4 p.m. to sunset. Lots of people, all ages, and lots of dogs.
