What is this movie?

I'm trying to find the title of a bad pseudo-slasher movie.
It was some 80s slasher spoof, although I had no idea it was a spoof when I started watching it. Really, it wasn't so much a spoof as it was a setup for a single hilarious joke.
Through about the first 80 minutes,much stalking took place, and there were several scenes that suggested nudity was forthcoming (back when that meant something), yet there was no killing, no blood, no nudity--not even any foul language.
Suddenly, the movie cut to an executive sitting behind a desk, who explained that studies had shown that movies which received an R rating did better at the box office. He further explained that to receive an R rating, a film needed graphic violence, frontal nudity, or profanity. He then said, "Since this movie contains none of these, the producers have given me this opportunity to say 'Fuck you'. Thank you for your time." It then cut to the MPAA R rating splash screen, and the movie resumed as if nothing had happened.
I'd love to see just that scene again, but haven't figured out the right movie. Anyone know what it is?

Was that the same movie that shows a shot of the killer's hands going for a knife, then a gun, and settling on a paperclip as the murder weapon?
