Great bridal seamstress in NYC?

Can anyone suggest a great bridal seamstress in the NYC area that can do a wedding dress from scratch using a picture as reference? Adding difficulty, this would need to be done for less than ~$1000, and the wedding is May 6, so it would have to be done (with fittings, etc.) before that.

(Posting for my self-declared super-awesome brother and his fiancée.)

You could ask at IndieBride. I am pretty sure that budget would have to not include the fabric, which could be considerable depending on the style and the fabric choices made.
