I am translating a German bibliography entry to English. The entry has "21. Jg." after the periodical title. What does "Jg." mean?

"Jahrgang", should translate as "Volume".

The dot after 21 prolongues that number, so it means 21ste, or 'the 21st'.

Jahrgang literally means year.
