Fax for web app

I need to integrate faxing with my web application, and I am having a brutal time finding one that allows the ability to send, receive and (maybe most importantly) create user accounts programmatically (via API). Any ideas?

Concord Fax has both user management (and I believe creation) via API as well as various web services for fax sending/retreival.

Call their headquarters and speak with Robert Njegovan and/or Dan Tierney, they'll get you pointed in the right direction.
