Why does my framing work with Firefox but not IE?

I have a website at www.txgulf.org that looks exactly the way I want it to with Firefox and Safari, but if I open it with IE, the left sidebars don't work on either the index page or the news page... this feels to me like a oops-I-missed-something-obvious fix, but I've not been able to correct it.

Any suggestions?

IE is running in 'quirks mode' because you haven't specified a doc type.

I find the Firefox addon HTML Validator helpful for figuring out this sort of thing. Unintentionally invalid HTML is often the culprit when different browsers do different things with your page, and HTML Validator points out doctype issues too.
