I need a monster. My student film 'HUNGRY' has a slimey, moldy monster that lives in a hole under a church. We have just under two weeks to construct this thing and a small budget of $300 for the beast. I'm looking for someone in the Vancouver area, who works in 3D [sculpture?] and has experience with the appropriate materials.

You could try contacting the instructors in the sculpture program at Emily Carr. One of them could probably recommend a current or former student with the appropriate experience, talent, and availability.

orthogonality, that cornstarch thing is cool, I've never seen that! Here's a more monstery one made by disturbing the cornstarch more at the beginning...

In your shoes, I'd contact the local theatre departments at whatever colleges & universities are nearby and post this as a gig for a props design student.
