Identify this old film about European war refugees

Help me identify an old B/W film with an early scene of war refugees in Europe being strafed.
Late at night circa 1980 I couldn't sleep and I turned on the late night TV (pre cable). The film had a scene of war refugees walking along a road -- a child with a puppy was riding in the seat of a horse drawn cart. I think they were French. While crossing a stone bridge a plane comes and strafes the column - the puppy runs, the child runs after it, the father throws himself over the two of them and is killed. The dog may have died too and been thrown into the river. The child gets pulled back into line and moves on.
I may have some or all of the details wrong, and while it had the feel of a B/W film I may not have been watching it on a color TV. The FPP on the Blue about German WWII refugees somehow brought the memory back. It appears to have stuck with me so I would like to know what it is.

I recently got excited just to see a poster for Jeux Interdits on the wall of an apartment in a (French) movie.
There's also a Criterion disc -- if you can find it.
