Transfering email folders from webmail to MacMail?

Is it possible to transfer all email folders when switching from web-based mail to Mac Mail?
Asking for a friend, but I may need to know this as well as I am thinking of switching providers. Her question:
If I switch from Sbcglobal web-based mail to the Mac Mail program, can I also transfer all of my folders? I looked into it and apparently only the inbox transfers and I have to be able to get all of my messages that I've saved. Provided I can do that, if I switch from Sbcglobal to a different ISP, will all of those folders still be in the Mac Mail program? I thought about switching to a Gmail account as an alternative, or maybe paying for a Mobile Me account but I just don't know how they work and if I can get all my folders if I do one of those things.

So this is what I've found. Apparently, you can't get the folders with POP3 on an iPhone, which leads me to believe the same would be true of my Touch. However, I can see the folders on my Touch. Am I on the right path with that? Found someone who said that if you set up your sbcglobal account via your Yahoo ID, which is what I think I did, then that setup is IMAP. It would be easier to explain if I knew anything about all this stuff. So what I'm wondering is, If I can see the folder on my Touch, does that mean it's IMAP? I'm afraid to transfer anything for fear of losing it all.
