What's a good, user-friendly, free pdf reader that lets one add annotations, for Window's 7?

I just downloaded PrimoPDF for W7 today and i seem to remember it saying that it allows the user to add post-it notes and comments.

We use Foxit Reader at work. I'm told the upgrades are waaay better than the versions we use, but I'm really not sold. It's hateful to use if you're switching between copying, writing and striking out a lot. Just my 2 cents.
