Who can build this app?

Got an idea for a great simple tablet app, know any companies that could develop it for me but let me keep the rights?
So I have an idea for a tablet application that would be a really simple way to help my company make money but could possibly be turned into a profitable service for other companies in my industry. It's a very basic application. It's so simple that I could easily program it in QBasic myself, but I'm not familiar with the latest and greatest programming languages that can incorporate the web nor am I a very skilled graphic artist so I'm happy to pay someone else to do it for me.
The UI for this needs to be flashy, like an iOS application. In terms of user interface I'm thinking 'fun' like Apple, not 'simple' like Google if that makes sense.
Are there any companies you guys recommend that can build something like this for me for a decent price and let me keep the rights to it?

As Adm. Haddock said, you probably just need a programmer and a designer if it's really so simple [you] could easily program it in QBasic. Please be aware, however, that developing an appliction for a tablet (persumably iPad) with a flashy UI is not so terribly simple and will probably cost you more than you think it will. And by all means, when you find a developer, please don't tell him\her how simple it is to create this thing unless your business is making signs that say "Hello World."

On the price and ownership axis, you'll get one or the other, but not both. If it's a work-for-hire, expect to pay more than for something they get to own the code to.

The company I currently work for does just this - and much of our focus is on creating a great UI.
But yes, it will probably be more expensive than you think. If you do not need a native app (just a web app that looks like a mobile app) it will likely be cheaper, and also accesible from any mobile device.
Not sure if counts as self-promotion or what, I'm just a dev there ... in the interest of fairness, there is another company in town that develops mobile apps, but I am not sure of their "keeping your rights" policies.
