How to open this file?

I'm trying to install Temptation Blocker with my very rudimentary computer skills. I'm having trouble opening and running the file.
It appears to be a zip file and when I downloaded it, it opened as a list of files. There was a button that said "extract all files" and when I clicked on it, another list of filed appeared. When I click on individual files they just appear to be images. I have no idea how to start running this. I'm terrible with computers.

I think you want to download the file named 'tblockr00.05.00-install.exe' from that same site, but, I have not used this program so I do not know for certain.
