I need free Windows software to create and burn images of audio CDs.
1. Put audio CD in drive.
2. Click a button to create an image file of the CD and save it to the hard drive. Remove audio CD.
3. Put blank CD in drive.
4. Click a button to use the image file and turn the blank CD into a perfect clone of the original audio CD. Remove clone from drive.
5. Repeat steps 3-4 until I have enough copies.
I found software that I thought would do this, but it won't let me create an ISO file from an audio CD. Surely such a thing exists for free. Any suggestions?

"ISO" in this case means "an ISO-9660 file system", which isn't the same data structure you find on an audio CD. The upshot of that is that if you take an image of an data CD, it's (very likely) going to be an ISO filesystem, so they're commonly called .isos. But audio CDs aren't that, so what you want to do here is take an image of the audio CD (".img" files) and burn that.
You might want to try ImgBurn.

Response by poster: Huh. I wasn't aware that audio CDs worked so differently from data CDs. In the end, I just made a playlist in iTunes and burned the CDs one at a time. Thanks for the advice, all.
