What's wrong with my Balsa tree?

Balsa Tree leaf discoloration: what's the problem, what's the solution

Wonder if anyone can help me identify the red, mottled discoloration these Balsa leaves? Tree is in West Colombia (no seasons).

The tree is about 30 feet tall and shows signs of thinning foliage.

Especially interested any remedies I should try.
