Health-Research-Filter: Citation Describing Health Systems As Keeping Endemic Diseases In Check?

Years ago a professor of mine described health systems like this (paraphrased):

Diseases are endemic to any region. Unhindered by human intervention, these diseases' natural prevalence in human society is high. That is, if humanity did nothing there would be lots of disease. Health systems are an invention to artificially keep disease prevalence at lower levels. They keep disease in check.

I am looking for a book or article describing health system in this way. Any help from the Hivemind would be greatly appreciated.
