How to annotate a video - like in YouTube but final video is then downloadable with annotations?

I need to annotate a video and send it to a colleague. I am looking for simple to use software capable of achieving this. I know I can annotate in YouTube and send a link but for various reasons this isn't suitable. I have tried annotating in YouTube and then downloading the video but the annotations don't come down as part of the video. All ideas welcome.

You don't mention your platform, but if you're comfortable with the youtube annotation system already, you could use it, then play back on youtube itself while coupled with a screen capture/recording software to get the mixed-down video. You'll lose some quality, but it might be the easiest.

Basically you just need to add captions?
If you're on Windows, Movie Maker can do that. (these can be added anywhere, not just at the bottom)
I'm sure there's an equivalent for Mac.
