Hot or Not for project proposals

We're looking for something like Hot or Not for project proposals. Instead of displaying a photo it will display info about the project and allow users to log in and rate projects. The system will keep track of overall ratings and rankings for projects in various ways and allow us to easily export the final results.
I'm looking for a system to enter information about, track, and allow many users (about 20-30) to rate 100-300 project proposals.
We'll enter info about the proposals (location, description, evaluation, links to more info--this is fairly fluid right now so we'll need to be able to set up whatever fields we want to display whatever info we want about the different proposals).
Then people from various parts of our state will log in and enter ratings for all the projects. Ideally users could enter comments/notes about the proposals as well.
Then at a later stage we'll allow anyone to come in and vote on projects. Ideally this would be set up a bit like GalaxyZoo (or Hot or Not) where random projects are selected for rating--so if each voter only rates 5 or 10 projects we still end up with a number of ratings on each of our 100-300 projects.
Ideally we'd be able to rate each project in two or three different areas (cost effectiveness, overall impact, community visibility, etc.), which would then, when weighted and averaged, provide the overall score for the project. (Though even a simple 1-10 scale ala Hot or Not might be enough.)
We will want to be able to see the individual and aggregate ratings for each proposal. In addition we'd like to be able to see/print/export reports--for instance, all proposals listed in order of overall rating, or listed and sorted in various other ways.
We'd like to be able to export all the data (all fields plus all ratings plus the aggregate rating for all projects) easily into something like CSV format that can easily be imported into Excel.
The people reviewing/ranking the projects are located all over the place so we're looking for something online that everyone can access.
Ideal for me is open source software that could just be installed/run on a basic, standard shared web hosting service, but I'd certainly consider other options.
Any ideas you all have for handling some or all of these requirements are welcomed!
